You can capture pets in the wild ranging from level 1 to level 23. In order to beat the more difficult tamers in the game, you'll need a wide variety of pets, most of whom are leveled to max level (25). For example, the Arathi Highlands are mostly populated with Critters. You can use Wowhead's Battle Pet Maps to help you find out which pets are in which zone. This will help you start building up your pet stable. To beat the more advance tamers you are sent to on those quest offered by your trainers, you should try and capture Uncommon or Rare pets in every zone you go to. You may have to revise your pet teams, collect more pets, or level more pets before being able to defeat the next tamer!. After defeating each tamer, they will have a quest which sends you to a more difficult tamer. They will give you a starting questline ( Julia, The Pet Tamer and Zunta, The Pet Tamer for Alliance and Horde) that is meant to guide you through the starting out process - sending you to zones where you can capture increasingly higher level pets as well as battling increasingly more difficult pet tamers.
